Such a "universal grammar" (to modify slightly a traditional usage) prescribes a schema that defines implicitly the infinite class of "attainable grammars"; it formulates principles that determine how each such system relates sound and meaning; it provides a procedure of evaluation for grammars of the appropriate form.
