We might extend the base rules to accomodate the derived nominal directly (I will refer to this as the "lexicalist position"), thus simplifying the transformational component; or, alternatively, we might simplify the base structures, excluding these forms, and derive them by some extension of the transformational apparatus (the "transformationalist position").
