The morphemic element of order would be given a dictionary meaning, based on the social situations with which its occurrence correlates, just as is the case with all the other morphemic elements. The order in 'You saw Fred?' and in 'Fred saw you?' has the meaning roughly of ‘actor’ for the position before 'saw' and ‘object of action’ for the position after it.
