Universalist claims for a fixed order of development are based on a very different idea about how learning takes place, in which emphasis is placed on factors internal to the learner. This view is often referred to as mentalism to contrast it with behaviourism (though this is an oversimplistic dichotomy), and is associated with Chomsky’s ideas about universal grammar.
