The ‘part of speech system’ of a language is the classification of all its stems on the basis of similarities and differences of inflectional and syntactical behavior. Since every whole word contains, by definition, just one stem, a part-of-speech system can also be interpreted as a classification of whole words: the part of speech of a word is that of its stem.
