(59) ""Elsewhere" Principle". Application of a more specific rule blocks that of a later more general one. According to this principle, a WFR in a later rule block whose features are a subset of those of a WFR from an earlier block will be blocked by that earlier rule, even though the rules are not in the same disjunctive block.
