Whether a feature is frequent in languages of the world is irrelevant. The features which are innate are there from the beginning and not because of their universality in the synchronic structures of natural languages. Thus, the bioprogram specifies features which may or may not turn out to be frequent in the world’s language. Typology provides a selective view of structures which survive largely by accident because the languages are used in successful speech communities, and not because they are universal.
